MINIMUM QUALIFICATIONS REQUIRED:

High School Diploma or GED Certificate.

Two-year technical degree or licensed trade.

5 years of professional technical experience: facilities maintenance, construction, electrical, plumbing, water systems, wastewater systems, central heating & cooling systems including cooling towers, grounds maintenance, general construction.

1 year of supervisory experience.

Valid Driver's License (subject to motor vehicle record review).

JOB DUTIES AND RESPONSIBILITIES:

Improves staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.

Oversees the management of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

Develops measurable performance expectations for assigned staff according to department goals and objectives.

Establishes, implements and communicates goals, objectives, policies and procedures in accordance with strategic plan and applicable laws, regulations, ordinances and regulatory agencies.

Hosts regular staff meetings to ensure communication between personnel and program related activities.

Achieves financial objectives by preparing and administering annual budget and cost estimates; presenting and justifying budget recommendations to appropriate personnel.

Oversees expansion of energy controls system. Oversees the operations of the pneumatic and electronic controls system. Develops energy tracking forms, monitors energy usage and identifies savings opportunities.

Be directly responsible for the immediate care, management, and protection of all assigned real property and to safeguard all property from damage or loss.

Maintains firesafe conditions inside and outside all facilities.

Establishes rules for opening and closing the building during normal duty hours and ensure all occupants comply with the rules. These rules, including afterhours admittance and security measures, will be posted inside the building by the facility manager.

Serves as the central point of contact for building occupants requesting services.

Enforces annual, bi-annual, quarterly, monthly, weekly, and daily Maintenance of every building and serviceable equipment (i.e., HVAC, appliances, etc.) owned by NTUA.

Establishes a key control program and procedures for the security of all basic and master keys that service their facility.

Ensures service requests are submitted only by designated department contacts.

Establishes and ensures proper surveillance and customer complaint procedures are adhered to with regards to grounds maintenance requests.

Maintains a comprehensive facility folder for a chronological history of all buildings and serviceable equipment (i.e., HVAC, appliances, etc.) (electronic file suggested to minimize resource consumption). File will be kept current at all times.

Monitor and manage a preventive maintenance program for all facilities, equipment and properties including periodic evaluations, report on the condition of each and generate a schedule and budget for items requiring attention.

Prepares efficiency studies on the cost and benefits of running certain combinations of equipment.

Schedules major shutdowns for maintenance when possible.

Oversees and directs facility and housing construction projects from conception to completion

Oversees all onsite and offsite construction and renovation of building and housing to ensure compliance with building and safety and hazardous waste regulations.

Communicates and provides recommendations to the immediate supervisor on decisions or involvement to achieve the goals and objectives of the Facilities Maintenance Department.

Ensures that the construction, operations, maintenance, housing and building standards are complied with and/or implemented including procurement.

Collaborates with Architects, Engineering staff and other construction and building specialist on new construction and/or renovations.

Evaluates construction methods and determine cost-effectiveness of plans and job specifications to determine appropriate construction methods using software applications.

Serves as a liaison for internal and external operations of the Authority to fulfill coordination requirements particularly on major projects and for acquisition of space and land for construction projects.

Conducts field inspections of new construction and renovation projects and the operating and maintenance activities for quality assurance and building specifications.

Prepares contracts and negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.

Manages construction projects, ensuring the scheduling of personnel, equipment, and materials, monitors such projects to completion as planned, scheduled and within budget.

Coordinate the use of outside contractors providing maintenance or repair services for facilities, properties and equipment.

Manages the receiving and disposal function for all owned or leased equipment

Orders supplies and replacement parts used in the facilities.

Responds to emergencies and determines corrective actions using available resources. Coordinates with building occupants.

Directs operation and maintenance of plumbing lines delivering water, gas, laboratory air and distilled water to buildings, and other satellite areas and their auxiliaries and ancillary devices, both interior and exterior lines.

Prepares or presents public reports, such as bid proposals, environmental impact statements, and property and right-of-way descriptions.

Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.

Extensive and working knowledge of work hazards and safety procedures to ensure safety and health of occupants of all facilities including homes, corporate buildings, and utility infrastructure.
